Gowlings partner seconded to Competition Bureau

Kelley McKinnon, partner and head of the Gowlings securities litigation practice, will join the Competition Bureau as senior deputy commissioner of the mergers branch on a two-year secondment beginning August 7, 2012.

In her new role, Kelley will oversee the work of the mergers branch and make recommendations to the commissioner on all merger reviews. She will also act as a key interface between staff and the commissioner as well as between the Bureau and stakeholders.

Prior to joining Gowlings, Kelley was the deputy director of enforcement and chief litigation counsel at the Ontario Securities Commission, where she provided strategic direction for enforcement, civil litigation affecting the Commission, compliance and risk management matters.

“At the OSC, Kelley gained significant knowledge and insight into public regulation and compliance,” said Melanie Aitken, commissioner of competition, Competition Bureau. “Kelley brings with her the skills necessary to deal effectively with diverse stakeholders and regulators, both in Canada and abroad.”

At Gowlings since November 2008, Kelley has conducted highly sensitive special investigations and appeared on many significant regulatory and commercial litigation matters, including the recent Supreme Court of Canada constitutional reference regarding a national securities act, acting on behalf of the Ontario Teachers’ Pension Plan Board.
