(Disponible en anglais seulement) Yves Caron is a partner in Gowlings' Ottawa office and practices in the telecommunications sector with significant commercial and operational expertise in dealing with roaming, interconnection and inter-operability agreements (including international operator tariff agreements, clearinghouse arrangements, voice swap agreements etc).
Yves has gained unique experience over the years in leading and managing complex telecommunications outsourcing transactions among national and international partners. He has also gained significant knowledge in the areas of national and international roaming, including in the application of both CDMA and GSM Association international roaming standards (e.g. AA12, AA13, AA14, Roaming-hub Agreements etc). Yves also has expertise in the management of spectrum licensing, along with the development of services/products distribution agreements dealing with a broad range of voice and data services based on the most recent technologies.
Yves has extensive experience in the area of public-private partnership projects (P3) with respect to the financing and construction of telecommunication infrastructure networks. Yves’ participation in such projects, together with his detailed knowledge about the telecommunications industry, has enabled him to provide strategic advice during all phases (e.g. design, construction and operation) of P3 projects. In addition to his P3 experience, he also has broad experience in dealing with the Government of Canada’s procurement process.
Prior to joining Gowlings, Yves was senior legal counsel at a major telecommunications corporation where he acted as in-house expert with respect to multi-jurisdictional telecommunications related matters. He is also a member of the International Bar Association, the GSM Mobile Money forum, and a representative on the GSM AGREE working group. Yves is also an attendee and follower of TM Forum related activities and discussion groups.
