David Brett is a partner in Gowlings’ Calgary office, practising primarily in the areas of environmental law, aboriginal law and energy law, with a particular focus on economic regulation of utilities, energy facilities licensing and approvals processes, utility valuation, energy pricing and pipeline-costs dispute resolution, and government policy and regulatory reform.
Over the past 30 years, David has appeared before various regulatory tribunals in North America on a broad range of issues in the above-mentioned areas; specifically, gas utility tolls and tariffs, gas and electricity export and import applications, federal and provincial approvals associated with a large oil sands mining development, and environmental approvals processes for mining and electric generation and recycling companies. His clients have included electrical gas utilities, oil and gas companies, pipeline operators, governments, utility regulatory authorities and major energy consumers and consumer groups.
From 1990-98, David held a variety of executive roles with a major Canadian natural gas utility, having responsibility for gas supply, regulatory and legal affairs, strategic and business planning, marketing and human resources. He was responsible for planning and implementing the business and regulatory strategies associated with the restructuring of supply, storage and transportation contracts, rate redesign initiatives, financial models for capital additions and approvals, and significant gas industry reform and unbundling issues.
David has presented papers for and spoken at various industry and educational conferences, and industry/corporate meetings on a number of energy and regulatory topics.
