Lee A. Pinelli is a partner in Gowlings’ Hamilton office. A member of the Firm's Advocacy department, Lee practises civil and tribunal litigation, with a focus on municipal and planning law.
Certified as a Specialist in Civil Litigation by the Law Society of Upper Canada since 1994, Lee appears before a variety of administrative tribunals, and before all levels of courts in Ontario.
Lee has extensive experience in municipal, planning, expropriation, regulatory law and civil litigation. Prior to returning to private practice in 1988, he served as Assistant Regional Solicitor for the former Regional Municipality of Hamilton-Wentworth from 1980 to 1987. Upon returning to private practice, Lee became the municipal solicitor for the former Town of Ancaster, Town of Flamborough and Township of Glanbrook.
Lee represents numerous public authorities as well as private sector clients dealing with public agencies. His practice includes matters involving the regulated health professions.
He has been involved in numerous Official Plan Amendment and Zoning By-law Amendment matters before the Ontario Municipal Board and has represented municipalities on urban boundary expansions. Lee has also acted for municipalities on numerous civil court actions involving land use and municipal issues.
Lee has been a panel participant in continuing legal education programs on municipal and planning law and has written on municipal issues. He has participated as a speaker in continuing education programs dealing with regulatory, expropriation and land use planning matters. Lee represents the amalgamated City of Hamilton on a variety of matters, including land use planning and expropriation.
He has represented the City of Burlington concerning real property issues, including the valuation of property interests. He is currently representing the Town of Caledon on various matters including a substantial road widening project that involves the acquisition or expropriation of approximately 86 properties as well as obtaining easements on behalf of Hydro One along the length of the project.
Lee also represents the Hamilton Region Conservation Authority in the acquisition and consolidation of property for conservation management lands and has represented numerous public authorities, including the Ontario Ministry of Transportation on expropriation issues and claims. He is independent legal counsel to the Discipline Committee of a major regulator under the Regulated Health Professions Act. Lee has been a panel participant in continuing legal education programs on civil litigation and municipal law, and has written on these matters. He has participated as a speaker in continuing education programs dealing with regulatory issues.
