Are you planning to install or make modifications to
equipment or processes involving any of the following:
- Safeguarding devices or interlocks
- Flammable liquids or explosive dusts
- Lifting or hoisting equipment
- Racking or stacking structures
- Toxic substances
- Production of aluminum or steel, or handling of molten metal
If you answered yes to any of these questions, you may be
required by law to conduct a Pre-Start Health and Safety
Review (PSHSR).
Under the Ontario Occupational Health and Safety Act (OHSA),
Section 7 of the Regulations for Industrial Establishments
requires owners or employers to conduct a PSHSR prior to
start up of hazardous equipment or processes. Failure to
comply with conducting a PSHSR could result in serious
injuries, damage to equipment, down time, and is a
contravention of the OHSA by a corporation, punishable by a
fine upon conviction up to $500,000.
This course, designed by Norm Keith, B.A., LL.B., CRSP,
focuses on:
- The legal background for the requirement
- The circumstances that mandate a PSHSR
- Responsibilities of the "owner" or "employer" and "professional engineer"
- Exemptions to section 7 PSHSR requirements
- Process for conducting PSHSR's
- What to look for in the PSHSR report
- Incorporating PSHSR within the larger scope of a health and safety audit
- Due diligence benefits of a PSHSR program
- MOL's role in enforcement of PSHSR's and related sections of the Regulations for Industrial Establishments
